The technology already exists to target and blow up individual cellphones by their IP addresses or by their unique Media Access Control (MAC) addresses. In fact, there is no need for explosions here. All they need to do is modulate the emitted by cellphones signal to interfere with heartbeat or other rhythms and processes in our bodies. When criminals (e.g., Thieves) gain control of such systems, there is no limit to what they will do.
