A more specific term, especially in politics, is “smoke screen,” which refers to a calculated effort to divert public focus from an important or inconvenient topic by introducing another, more convenient one. I think Trump is hitting Canada to look tough and to hide his failure in negotiations with Russia that ended with Putin’s competent response to Trump’s bullying and unprofessional political conduct. My opinion.
