
The leadership in Kiev has repeatedly required two major conditions as a quid pro quo for ending the three and one-half year-long war with Moscow: an offer from the western alliance of accession into NATO and withdrawal of Russian troops from the Donbas region of Ukraine. Neither of those predicates have been forthcoming
Recently, however, the Ukrainian leader’s position seems to have softened. President Zelensky has said he is willing to drop Kiev’s bid to join NATO, but also says a referendum is required to approve any concessions of territory to Russia.
