In 1990s, I regularly boated along the eastern shore of Georgian Bay. I remember really high water levels that suddenly changed to very low water levels in late 1990s. Local First Nations confirmed that a massive amount of water was being drained from the Great Lakes to continental US, just as the news reported drought crisis in southern states. In my opinion, none of this is a natural phenomena.
